Produce the CNOT matrix [1].

The CNOT matrix is defined as

\[\begin{split}\text{CNOT} = \begin{pmatrix} 1 & 0 & 0 & 0 \\ 0 & 1 & 0 & 0 \\ 0 & 0 & 0 & 1 \\ 0 & 0 & 1 & 0 \end{pmatrix}.\end{split}\]
